GCPD Cruiser Rules Q&A (as of March 29, 2013)

#V004 GCPD Cruiser

Tactical Response: GCPD Cruiser can use Perplex, but can only target adjacent characters.

PILOT ABILITIES

Clear the Streets

Prerequisites: GothamCity keyword or PD Team Ability

Once per turn, when GCPD Cruiser passes through a square occupied by an opposing character, immediately place that character in a square within 3 squares and line of fire of its current square and deal it 1-Penetrating Damage, then complete GCPD Cruiser’s movement.

Cuffed to the Bumper

Prerequisites: Any character with “GCPD” or “Gordon” in its name.

GCPD Cruiser can use Plasticity; characters that can automatically break away or ignore characters for movement purposes do not automatically break away or ignore GCPD Cruiser for movement purposes.

Tactical Response

  1. Can the Cruiser move adjacent to a character and then use Perplex?Yes
  2. Can a character move adjacent to a Cruiser and then get Perplexed?Yes
  3. Can a Cruiser Perplex itself? No, characters are not adjacent to themselves.GCPD_Crusier
  4. Can a Cruiser Perplex bystander tokens?Yes, characters include figures and bystanders.
  5. Does the effect of the Perplex stay even when the Cruiser is not adjacent?Yes, per the PAC, Perplex lasts until the beginning of your next turn.
  6. Can a Cruiser Perplex and opposing character?Yes, as long as it is adjacent at the time you use it.

Clear the Streets

  1. If the Cruiser already “Cleared” an opposing character via a free action, can the Cruiser “Clear” the same or another opposing character due to its own move action? No, this can only be done once per turn.
  2. If a Cruiser moves through several opposing characters in that one action, do they all get “Cleared”? No, it only affects the first one that is “Cleared” because you immediately apply the effects to the first character and by the time you pass through the subsequent characters, the once per turn requirement has already been fulfilled.
  3. If a Cruiser has just enough movement to make it to the last square, does that character get “Cleared”?No, because according to the 2012 Rulebook’s glossary, move is what a character does when traveling between 2 squares and each square in between is identified as being traveled through.
  4. When determining where to place a “Cleared” character, does the Cruiser block LOF?No, because according to page 15 of the 2012 Rulebook, when you move multi-base characters, the character moves as if it is a single base character and at that point it is occupying the same square as the opposing character.
  5. Does the “Cleared” character have to break away if it is currently adjacent to a character friendly to the Cruiser? No, because it is being placed as opposed to moved.
  6. Can the “Cleared” character Mastermind the damage to another opposing character? Yes, because the damage it causes is penetrating.
  7. When using Mastermind for the “Clearing” damage, do I do that before or after the “Cleared” character is placed? The consequences happen at the same time so it is up to the active player to decide.
  8. If a Cruiser is diagonally passing through between two opposing characters, does either of those characters get “Cleared?”No, because even though there is the rule about diagonally moving through the least restrictive square, you are not actually moving through either of those squares and an intersection is not a square.

Cuffed to the Bumper

  1. Is a character that starts its Hypersonic Speed attack while not adjacent to the Cruiser that has the ability to “Cuff” stuck to the Cruiser after it makes a close combat attack? No, because according to the 2012 PAC, Hypersonic grants a character “Improved Movement: May move through squares adjacent to opposing characters but still needs to break away normally.”  This is not the same as ignoring the Cruiser which “Cuffing” prevents.  Therefore, a character may HSS, close combat the Cruiser, and continue with the rest of its movement.
  2. Can a Gotham Policeman or a Gotham City Detective satisfy the prerequisite to pilot and give the Cruiser the ability to “Cuff”?No, it has to have “GCPD” in its name.

General Vehicle Questions

  1. Can you place pilots in the Cruiser and then move them via the free action given by Lt. Gordon’s special power? No, because as stated in Section 16 of the 02/2013 Golden Age PG, when a character becomes its pilot, the vehicle may not be given an action until your next turn.  The proper sequence is to give Lt. Gordon the power action first, free move the Cruisers into place, carrying their would-be pilots, and then give the free actions to become the pilot.
  2. Does an opposing character that’s been Mind Controlled and became a vehicle’s pilot stay in the vehicle for the rest of the game until the vehicle gets destroyed?Yes, there is nothing in a vehicle’s pilot rules that disallows an opposing character from being the pilot.  You give a friendly character (which the MC’d character currently is) a free action to become the vehicle’s pilot.  This ruling is also currently under review by WK Game Development and may change.  But for now, that is how it works.
  3. If a one-man army is Mind Controlled and made the pilot of a vehicle, does the game end?Yes.
  4. If a game ends the way it does above, how is the winner determined? Whoever scored more points wins.  If that is a tie (including 0-0 ties) then it goes to a roll-off to determine the winner.
  5. Can a vehicle’s pilot abilities be countered? No, according to Section 16 of the 02/2013 Golden Age PG, it is considered a trait.
  6. Can a vehicle’s carry ability be countered? No.  Although the carry ability can be used, it is not possessed.  This is also in Section 16 of the 02/2013 Golden Age PG.
  7. If there are different elevations, walls, and/or blocking terrain in the starting area that makes it impossible for the Cruiser to be placed legally in the beginning of the game, do you have to try to expand the starting area one square at a time first until you are able to legally place the vehicle?Yes, on page 4 of the 02/2013 Golden Age PG, if a multibase character can‘t fit within your starting area due to terrain features (Blocking terrain, changes in elevation, etc), you may extend your starting area so that the character will fit. If extending your starting area will not create the necessary space you may instead place the multibased character in your starting area and treat all squares it occupies as if they were clear terrain of the same elevation as long as the multibased character is not moved or placed into other squares. Once the multibased character no longer occupies those squares, they revert to their original terrain and elevation type. So, yes you try to fit it in first by extending the starting area by normal means and if you can’t then it has to go in the starting area ignoring terrain features until it moves out.
