It's Part 3, the Rares! The power level definitely kicks up another notch, and there are some really good options in both Sealed and Constructed at this level. There are more 4-Damage figures here as well, and the overall point value of figures just go up a bit. That's because on the lower rarities you want to be able to fill out your teams since you're getting so many of them in boosters, where as you only get a total of 2 Rares (at most, in some cases) in your Sealed pull. So it would be natural that higher point pieces should be here.
